Lilley did not like how state lawmakers handled the $1.75 billion budget crisis, so he decided to do something about it.
"Either we get involved or we stand back, wring our hands and grouse," he said. "I chose to do the former."
Lilley said fiscal responsibility by elected officials is paramount.
"I'm just upset with the methods by which the legislature is conducting business," said Lilley, a lifelong Farmington resident. "Our representative has fallen right in step with that."
